Grants to USA organizations for legal services that benefit disadvantaged people. Funding is intended to enhance the social and economic well-being of underserved individuals and groups in the country through systemic litigation. The Foundation is looking to award grants for systemic type cases that will have an impact on a particular area of the law or a legal issue through the establishment of a legal precedent. The grant application has to be for a particular case. Priority is given to projects that are highly urgent and in great need of the Foundation's grant.

Consideration of grants will be rated and based upon (1) Alignment with the Foundation's Mission, (2) Quality of the Proposed Project, (3) Capacity of the Organization to Carry Out the Proposed Project, and (4) Urgency of the Proposed Project, and (5) Financial Health and Stability of the Applicant Organization.

Highest priority will be given to cases that directly address a significant systemic legal problem in an area identified in the Foundation's mission, and the case has a high probability of significantly improving the economic well-being, social conditions, and/or civil liberties of a large number of disadvantaged persons and groups throughout the United States.

In addition, the proposed project should be of exceptional quality in that both the goals and methodology of the project are very well defined, the attorneys who would be working on the project have extensive experience and expertise in highly similar matters, and the submitting organization has an exceptional track record and reputation as a leader in similar matters.

Grants are to be awarded for the following fiscal year of the Foundation which is October 1st to September 30th.

Additional Eligibility Criteria:

The Barbara McDowell and Gerald S. Hartman Foundation aims to improve the economic well-being and social conditions of disadvantaged persons and groups in the United States through the making of grants to organizations that undertake systemic litigation with the funds they receive.

The Foundation does not support cases where the relief sought is for an individual. Also, the Foundation does not support criminal cases where an individual is charged with a crime. Finally, the Foundation will not award a grant where an organization is seeking general support for its mission.

Pre-Application Information:

Applications for a grant must be submitted by August 1 for grants to be awarded for the following fiscal year of the Foundation which is October 1 to September 30.

Applicants to the Foundation can either (A) submit a letter (no more than two to three pages) requesting support, (B) use the online application to apply, or (C) download and submit the application document.

Successful grant applicants can be considered for grants in subsequent years based upon the results of the grantee’s efforts in the prior year.
