Grants to Arizona government agencies, fire departments, law enforcement, and tribal governments for initiatives to improve emergency preparedness. Grant funds may be used for training, equipment, and planning. Funding is intended to respond to, protect against, prepare for, and prevent, acts of terrorism. Applicants must demonstrate needs that relate to terrorism preparedness.

The UASI program funds addressed the unique risk driven and capabilities-based planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas based on the capability targets identified during the THIRA process and associated assessment efforts; and assists them in building an enhanced and sustainable capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.

UASI funding can be used to enhance preparedness for other catastrophic events, e.g., hurricanes and wildfires as long as such use of the funds has a nexus to preventing, preparing for, protecting against, and responding to terrorism, consistent with 6 U.S.C. § 609. 

Federal priorities are based on the State Preparedness Report (SPR) and current threats:

  • Communications
  • Soft Target Hardening (crowded spaces)
  • Cybersecurity
